Panama City would be a good choice. There should be boats still running at this time of year. Inshore viz won't be great, but if you do the offshore wrecks you'll often find 40-100.

I didn't word my post clearly - I meant the poor viz was off the Jetties. There's videos on Youtube/Vimeo of the area.
