Gov. Bush established a 46-square-mile "no-take" zone, restricting fishing in the area and protecting coral reefs and fisheries as a whole ecosystem. The new zone will be part of the Dry Tortugas National Park, making it the largest marine reserve in the continental US.

I never thought I'd say it, but go Jeb!
