^^^ I've heard of more than one person who was rescued because they had one.
 
The Nautilus devices (two different ones) may be what the OP had heard about. AFAIK they are the only "help me" gizmo that is rated for depth. And unlike an EPIRB or Spot Messenger, they don't magically call for help via satellites.
