As part of the LA Times follow-up on the Conception accident, they have a database showing the boats that have received exemptions to safety rules, a few of these are liveaboards in S. Cal.

I personally can’t think of a single US flagged boat I know that offers overnight trips that isn’t operating under some kind of exemption or loophole.
