3 people. 1 is a non diver. we are planning on staying at Renaissance Resort.
You are staying right in the downtown in the shadow of cruise ships. First, explore the downtown as it is a Unesco Heritage site and has unique architecture, buildings and bridges. Second, once you have toured the downtown, get out of the town and explore the island and beaches.

One decision point is whether you want to boat dive or (guided?) shore dive. Just to get some ideas for comparison, you could compare the Dive Bus to Ocean Encounters; they're fairly close to each other, and not far east of Willemstad.

We do have a car rented for the week. We would like to do some shore dives and Boat. We have been diving in Cozumel for the last 4 years straight at this time but decided to go somewhere new.
