I just got a Hero 3, and don't really want to mount it off my mask or shoulder, but would like to have it on a long leash/tether that I can attach to BCD ring than store in BCD pocket when not using. Anyone do this and have pictures? Or know of any tether/leashes that are being sold for this type of use? Also any other ideas or practical applications i'm not thinking of, for someone that wants to use it as more of a "camera" and only shoot partial video during a dive?

if you want something like that... suggest go with a regular leash or a retractor & attach it to the gopro with cave line or equivalent.
i've got 2 mounts i use - just made out of pvc & the gopro is attached with the bike mount with a bit of rubber between for traction & increase the diameter. one is a tray/arm style the other is just a pole. both are tethered with a bit of line & a bolt snap.
 
Yeah, either a retractor clip or a coil lanyard. Either allows you to stretch the camera out to arms length without unclipping from the vest.
 
I ended up getting a coil lanyard, I think it will Orkney perfectly
