My question for shooting in manual mode on this strobe, every level is 1/2 stop, how can we calculate what level of the power should I use?
Do we just guess? Test shot and change it manually until we get the result we want?
Pleaee help

pretty much what you said. Find a nice non-moving subject (rock, anemone, seastar etc.). Start at 1/200 and f16. Set the strobe in the middle of its range. Take a pic, too dark add some light, too light turn down strobe a bit. After 2 or 3 shots you will be mostly dialed in and from then on you know where to start

You can even start that on land it'll get you closer to the correct exposure to start with underwater.
