What are your plans to be able to pull them out to re stow a hose with gloves on? Just curious.

I don't plan to wear thick gloves too often (I dive primarily in Florida), but from experience with 3-5mm gloves, I can sort of roll the rubber band to get a hold on the edge and pull it up. Or, with my stage bottles, the rubber band is over the vinyl tube of the rigging. See below:
