DPV's are not vessels, and don't require vessel registration.

Jet ski's, however do.

(2) "Boat" means every description of watercraft, including a seaplane on the water and not in flight, used or capable of being used as a means of transportation on the water, a scooter is under water. You are towed by it. You don't sit in or on it, hence: not a boat.

You could mount a GoPro on the nose and call it a motorized camara stabilizer.

For the purposes of getting one from the VA I referred to it as an underwater mobility device and adaptive equipment... like an underwater wheelchair.
