Hopefully when you modified the front deck you did not eliminate any of the foam flotation. If not, I hope you enjoy your boat.
 
It didn't look like it was pissing very well? Time for an impeller?

Also, I would delay installing tank racks, until you have fine tuned weight distribution. I think you can probably just lay them down and use a pvc pipe and rope tank tack on the deck.
 
That is what I settled on with the tanks and it gave me plenty of room... New impeller needed more than likely ...

When you said you were planning on putting six tanks all along the starboard rail along with the driver, my first thought was, "How is he going to attach the outrigger?"
