I am unable to see the logo clearly, However, it appears to resemble the early Express Tech bc, made by Hughs Industries under the name of Amera-Sea.
Made in the Mid 1990's.
They produced a ton of products that were rebranded for other companies so it could be one of those.

I believe that is a Omega Zone II. Our dive shop buys them "slick" with no tags on them and mostly with their own dive shop logo (Moby's Dive Shop).
They are very adjustable and I'm not sure if they are sold anymore. I still have one in a box that is in Mint condition.
