From what I have heard, the lakes that are owned by fish and wildlife are restricted. Grayson is owned by corps of engineers. I have sent F&W an email as well.
 
A couple of things from KDFWR book for this year:

1. ON ALL KENTUCKY FISH
& WILDLIFE-OWNED/
MANAGED LAKES:
• Boaters must use idle speed
(slowest speed possible to maintain
maneuverability of a boat)
when passing another boat with
an occupant actively engaged in
fishing.
• The centerline of boats on the
water cannot exceed 22 feet
as measured on deck or bow
to stern on all lakes owned or
managed by Kentucky Fish and
Wildlife.
• On Cedar Creek Lake, Lake
Beshear and Lake Malone only,
float boats may have decking
and pontoons up to 30 feet.
There is no size restriction on
canoes.
• Houseboats are not permitted.
• Personal watercrafts are prohibited
on Cedar Creek Lake.
• Swimming is permitted only in
designated areas when a qualified
lifeguard is on duty.
• Skin or scuba diving is not
permitted.

• Boat motors without underwater
exhaust are not permitted.

2. SPEAR FISHING
(301 KAR 1:410)
Underwater spearing of rough fish
with hand-held or mechanically propelled
spear is permitted year-round, but
only in lakes having 1,000 surface acres
or more. All participants in this sport
must be submerged while spear fishing.
Only rough fish may be taken and the
appropriate fishing license is required.
The daily limit is 15 fish of which only 5
may be catfish.
 
The KDFWR book contradicts itself. First it says skin diving or scuba diving is not permitted then turns around to give you spearfishing rules. I've been diving Laurel Lake for years and as long as you tow a dive flag there your OK. In fact I've had a friendly conversation with the game warden while gearing up on one occasion.

That was my thought. However I wonder what constitutes a KDFWR owned or operated lake. These are the ones you can't dive in and may only mean those on the numerous WMA's and State parks.
 
I checked with KDFWR. If corp of engineers owned it, then it's up to them if they allow diving. Grayson and Yatesville are owned by COE, And they don't have any problems with it, as long as the laws are followed (dive flag, stay out of heavy traffic areas ect). The bigger lakes in KY are Corps lakes.

FWR people patrol those lakes, but it's for the fish and boating laws.
 
I got an email from KDFWR. Grayson and Yatesville are owned by Corps of engineers. Diving is allowed in them.
 
Does anyone know if diving is permitted at Cave Run? I go there about 5 times a year for camping and fishing, but would love to try a dive there if possible.

I know a few who have dove cave run. I have heard that there isn't much to see.
