We hada dam similiar to that but it was part of a mill pond for milling grain, after the mill shut down it broke down and became a drown machine.
After many drowning the DNR stepped in and blew it up and poured a cem slab over it and now it just a flat spot on the river.
I wish you the best of luck and try the DNR, they may be able to help you.
 
Mine for some reason has gotten much easier. This April 30th was the easiest one since the incident. I guess it takes a quarter of a century for the mind to relax.

We’ve got some drowning machines but most are called beer and blue jeans.
