OP began this thread, not discussing pre-dive checks, but someone altering a diver's gear at depth, without that diver's knowledge and consent.

My responses have been related to this or any similar events, and had nothing whatsoever to do with discussing who can or should be doing pre-dive checks. There are already many threads that address the latter (and probably many discussing the former..).
