Does Depth Effect battery life? I am currently using a Power Shot SD 600 and my batteries have dead by the time I get to depth? I have charged them prior to diving?

Since your camera and batteries are in an enclosed rigid case (assumption), the pressure should not change unless you get a leak.
Your battery may be at the end of it's life.
Do they work OK on land?
 
Depth doesn't affect battery life, but temperature does. In a recent dive trip to Alaska, several people complained that in the cold water the battery life was dramatically shortened, although the Li ion batteries in my 5D, I didn't have any problem recharging them once a day. The same was true of the NiMH batteries in my strobes and focus light.
