O2 cell mV output at 21% reference value for cell replacement

Could I have some guidance on what mV output at 21% would indicate the O2 cell needs replacing?
 
they should be between 8mv and 13mv, if outside of that they need to be replaced. I will check mine for linearity with 100% oxygen as well, and as long as O2 is reading between 40 and 60mV, then they're usually close enough for me with nitrox
