Actually, I was told by a dive op in Thailand that in the off peak season, you get to see more marine life than ever.

Almost did a LOB 3D/4N off Phuket for US$450. BUT the stuipd client of mine extended the project by 1 day and screwed up the entire plan.... But being off-peak, only a few departures takes place, instead of the regular weekly thingy...

grrrrrrr.... :(
 
You can also get to see your last meal quite regulary also!

At present the Sims are blocked to divers until the season re-opens (in part due to one of the dive boats sinking in bad weather) but you can dive the "Phuket" sites - it's hit and miss with the weather though, can be good - can be baadddd.

There is a good write up on diving out season on Van Jensen's TSAC site (search Thailand Sub Aqua Club to find on net).

You should be able to see more out of season BUT only end of Sept and October (season starts November) when weather should be calming down also and the sites have had some time to recover since the last season/diver onslaught.
