I'm not sure what they mean by "distress balloon" in this story? Did they see his sausage but couldn't mind him?

Search suspended for scuba diver missing off Norfolk coast - BBC News
A search operation for a scuba diver who went missing in the North Sea has been suspended by HM Coastguard.

The 68-year-old man, from the Brighton area, had been diving on a wreck.

The coastguard was called at 17:52 BST on Monday when the diver, who was at sea as part of a group, failed to return to a dive vessel which earlier departed from the port of Lowestoft.

The group had been in the water 12 miles (19.3km) offshore from Great Yarmouth when the alarm was raised.

It is understood that the diver let off a distress balloon, which surfaced at 17:00 and lifeboat crews from Gorleston, Lowestoft and Caister were called to help.

They were assisted by two coastguard helicopters, one from Hull and another from Lydd, Kent.

However, the coastguard say that after a "14 hour extensive search" they are calling off the search pending "any new information".

In a statement, they added: "All vessels passing through the area will continue to be asked to assist throughout today and broadcast action will continue."

The dive company, who operate the Raider V boat the divers had been aboard, are continuing underwater searches.

Probably his sausage or dsmb. Hard to say why they didn't see the fella as conditions were excellent with a flat sea and good viz above and below the surface. There was however a bit of a breeze but it was blowing on shore for most of the day. We do get a five to six knot tide in the area as a norm. Still hope though.

For those not familiar, some tech divers send up a dedicated smb/lift bag of a particular color to indicate some sort of emergency. Sometimes a note may be attached. This would be of a different color than the standard smb launched to indicate they are doing deco. The color of each vary by region and diver, it is generally discussed beforehand.
