they do not have a banner, but also are not US Navy (had our resident chief confirm). I'll post a pic. We were issued them 8 or so years ago, and I can't find them anymore. We just repurchased our dive team pins (I'll take a pic of these too), or I'd change them to these. Nice design.

These are our old pins. The only problem we had was that the tridents could get broken off rather easily.
