Aluminum tanks in Japan have a 5 year hydro and a yearly viz that is stamped. Non- portable compressors must go through all the crazy restrictions while portable up to a certain lpm do not- so a small single whip compressor would be legal to own- still a couple grand for a decent one though and 20 minutes a tank or so.
 
I am going to have an Airfill shop here in Mt Fuji Area. I do most of my diving in okinawa, but have now started adventuring around Izu peninsula. where i live.

I am also looking for information regarding training, licensing of anything regaurded to owning and operating a air fill shop.
