PST E-130 Can anyone match a serial # to the born-on date?

PST is still in business, if you call and ask them, they should be able to tell you. I doubt there is a serial number chart published though. Best you'll get here is someone checking theirs and seeing how close you can get
 
why not just read it off the initial hydro date?

I must not know how to read the stamping:

Top line: DOT - 59791 - 3442 TP 5250 REE 112.2
Bottom line: TC SU4349-230 Pst 823325 E8-130

So from the top, left to right. . . top to bottom: the DOT certification, nominal tank pressure, test pressure for Hydro and the REE (I understand the reason for an REE for LP tanks, I haven't yet figured out why on a HP tank)
Transport Canada certification, manufacturer, serial number, and finally tank ID

If there is a born-on date there, I'm missing it
 
on my pst tanks, there is a line under the TC SU4349 that has a month RIN stamp and year
