Is this going to be a self propelled wheel chair or will someone else going to be moving it?
 
Not propelled, I'm just looking at having a chair that can be used by guest, at the park, who want to dive. It will also be used when we are able to start teaching SCUBA to disabled students. I am wanting to get DiveHeart trained, and start working with the VA and SUDS.

I'm planning on it being operated by a second person. Eventually I want to put in a lift, but cost is a big problem.

Navy hardhat divers use a lift that looks like an elevator. I would go for something like that because you have more control over the entry. All you need is one runaway chair and you'll have lawyers coming out of the woodwork. I would also make a swivel seat so the diver could sit from shore, spin around and exit on the water side.
 
I want to do a lift, but for now a ramp is the only way. All of the funding is by donation. Plus the dive area is on a 3 year trial run. After the three years, if it stays open, we will be able to do more permanent and expensive stuff.
 
Some Southern California beaches provide beach wheelchairs for handicapped guests to enter the water. Perhaps you could use something that this to get divers into the quarry and gear them up in the water.

Which beaches are those? My girlfriend is sick with Guillain-Barre syndrome right now and probably won't be able to walk for a couple more months so might be fun for her to try one day.
