I just re-read your narrative with another question in mind. I can't believe I didn't notice this the first time.
Were all 4 OW training dives done on the same day?!?
Three is the limit, more is another clear violation of standards. If so, this instructor absolutely knows better, and is just cutting corners for personal convenience. I bet they are also fudging dates on the training record. Even a led excursion (no training, fun only) dive is not allowed if it is the 4th dive of the day for the student.

I didn't catch that but yeah, that's a major No-No!!!

I don't read the narrative as necessarily saying all four dives were on Saturday. The narrative DOES say it was a weekend event staying on a houseboat and that lunch was after dive 3. I read this as dives 3 and 4 were on Sunday.

Regardless, dive 4 without a certified assistant is a No-No.

No the first 2 were done the day before so at least that standard was followed.
