That's an apples to oranges comparison.

In Austin, if it's hot outside, I have access to a/c literally everywhere. I have to make a concerted effort to find a store/bar/restaurant/public building that doesn't have a/c.

It's the opposite in San Miguel.

I live in Austin and I have been to Cozumel in July. Of the two, I'd pick Cozumel. YMMV, of course.

I’m in El Paso right now. The dash on my rental car showed 109 today! It’s like being inside a hair dryer. In Coz, at least I could be underwater all morning, and welcome the warm during the afternoon.

Plus, one’s work and one is not.
