The YS-250 uses a std 5-pin Nikonos type connector. If your ND30 housing has the same 5-pin connector, there should be no issue shooting manual with the YS-250 strobe or other SEA&SEA strobes. You would want to verify with Subal what came standard on your housing.

I have solved the problem by, inside the housing there are two sets of plugs that are wired to the sync sockets. You should be plugged into the plug that has only three pins. This is for using the strobe in manual. The strobes should be set on (M) manual and the slave off.
