We have been wrestling with this issue. Has to accommodate the usual hose clamps and other rigging.

Have seen wooden boxes with holes and wire racks which are not totally secure. Any other ideas?
 
Under the seating - secured with dive bags, or lead weights, or something similar.

Here in the Great Lakes, they are just slid under the seats/bench and "blocked in" with fins, storage tubs/crates, etc.

Can't really say it has been an issue.
 
Locally on the tech boats we either use milk crate or fish totes filled with deco and bailout bottles. We can fit 6 80's or 73's in a fish tote and probably 8ish 40's. The long milk crates work well as well.

The other boats they are either bungied to the benches or under the seats blocked in with bags, weights, etc

I just do as @DanaHunt said and bungee it next to my other tanks. Did this weekend before last, works like a champ.
