Setting up Ikelite Tray

Just picked up a used Ikelite tray with the dual quick release handles for about half of what a new one runs. Now I need a little advice on setting this thing up. Would you recommend the arms on 1" ball joints or run with the locline pieces?

If I do the locline pieces, what will I need to attach to the quick release handles to attach them?

Any suggestions on affordable lights to start off with?

Starting to think I should have bought the Steady Tray for the GoPro?

I only paid $65, so maybe should just pay the $50 for the Steady Tray, then I'd have a set up for both photography or taking video?
