Bermuda is great for nice, easy wreck dives, and great big groupers! My first dives after certification were there and it was great! As for cost, airfares are down a bit, and I enjoy being someplace where the standard of living of the residents is good. Temperatures do vary year round, as it is sub-tropical.

The Thousand Islands region of the St. Lawrence is great and in my back yard. Wooden wrecks stay well preserved in fresh water. We dove several 100+ year submerged ships that are relatively intact, except for what sunk them!
And in August this year, the water temp was 75 F. Great stuff!!

I would have to second reports for NJ & NC. Both great wreck diving spots. Of course I would have to favor Jersey since I am there.
