It depends where you are diving. In a warm water dive vacation destination they do everything they can for you to get extra tips. Here in Ontario the dive boat is just a taxi to and from the dive site. You look after gearing yourself up and getting yourself in the water. Getting yourself out and packing your own gear. The crew with help if asked to though.

That is what you see, because in your experience nothing beyond that has happened. There are a number of legal requirements that you might not realize they are complying with while they provide that service, most of which will come to the fore in case of an emergency.
