If the cylinders are dry inside, then you can store them in any position.

If your cylinders have any moisture inside, then the thin walls of steel cylinders can be quickly corroded to critical thickness if the cylinders are stored on their sides.

I had a burst disc fail at 0300, one morning years ago, on a cylinder that was in my bedroom. It was like a scene from the exorcist. Noise, wind, curtains and paper flying everywhere.

If you are storing them on their side it might be worth thinking about making sure they are secure and cannot start spinning if a similar things happen to you.
