I do more 4K video than photos right now.
I have a desktop with a liquid cooled, over clocked Intel I9 10900K with 64G of fast ram and an NVIDIA GeForce RTX 2080 Super.
I can edit full resolution, native 4K video on this machine and it runs extremely smoothly without frame loss. Needless to say, this is also an excellent photo editing machine and probably overkill for someone just doing photo work.
Disk space for large 4K video files is more of an issue for me right now. It may be an issue with any portable device and photo's as the disks available in laptop form factor can be limiting.
