So what is the normal non emergency, just doing some stops or a drift colour in 1) the US and 2) Cozumel?

I am off there in a couple of weeks and wouldn't want to cause concern.

Don't know, big mix of US/European, anyone know for sure??? I carry two bags each marked clearly for purpose. One red one yellow. Maybe same is best in Cozumel?
 
The point I was trying to make was that a deployed smb doesn't mean immediate emergency. It can mean a lot of things and that should all be figure out before hand.

Back to the original point, there are tons of bags at any given time deployed at Dutch. I am unaware that the staff is trained to go on alert everytime they see one. When they see a bag deployed emergency is the last thing they are thinking. Go and practice the skill at will at Dutch.
