I heard awhile back that using under armour as a rash guard would not allow a person to decompress properly was wondering about any truth to that. I heard that it wouldn't allow the skin to breath or something like that any thoughts would be great thanks in advance.

Lots of technical divers, myself included, have used Under Armor without issue on decompression dives. Your source is highly confused. :)

I have never heard of skin breathing as being a key component of decompression.
