Universal Service Parts Kit for Thermo Valves

Who sells Universal Service Parts Kit for Thermo Valves where it doesn't cost $40 or more to have it posted. I would suggest that the kit will fit into an envelope but US postage seems crazy wanting this sort of money for a $16 item the size of an envelope. I would like around 4 kits.

I have bought other items in US and the postage can be reasonable, perhaps $5-9 for en envelope?
