Hello,
I have a S&S MMII , 16mm/f5.6 convertor with YS-60 TTL/S and YS-120 TTL/Duo. Seeking to move to digital camera with external u/w housing and reuse what is possible of the S&S accessories. Is it possible to couple up the strobes to a new digital system with alternative housing from say Ikelite with conversion circuitry to address the TTL and pre-flash issue?

The strobes with the sync cord S will have to be replaced by sync cord N I think,
And S&S has better strobes for digital.
I suggest selling (or trying to) everything and starting with a D60 + RDX-D60.
Lenses just a 60 macro for a start.
Later on a 10-17 Tokina so you don't spend much money at this new beginning.

Mariozi is correct, the strobes would need to be converted to accept an Ike connector for an Ike housing. Also, if going SLR you could hardwire so no pre-flash issue, but if looking at compact digitals these strobes are not compatible. You would require a digital strobe with preflash cancellation.
