I have seen reference that this Bimini reef is a top dive location. Is it?

Depends on what you mean by "top location". I have done a drift dive over it several years ago with the liveaboard 'Juliet', and it was a grand dive. It is about the best of what you will find in that area, I would say, but YMMV. Is it as good as several other places I could name? Depends on what you are looking for. For the area, and for that type of reef, yes, it's pretty good. It's not Palancar Bricks at Cozumel, or Bloody Bay Wall in the Caymans, or the Yongala in Australia, or..but you get the idea. Sorry that this answer is so vague, but given the question, I did the best I could. For a place which is close, and comparatively cheaply and easily reached by divers from Florida, then yes, it is a top location. Woody
