Deep sea fishing floats work. They are designed to compress and rebound and are inexpensive.
When compressed, they provide less, little, or no buoyancy.

Actually they compress surprisingly little - possibly 10% at 100 feet and work quite well. You do have to get the hard foam ones. Took a pair sawed them in half and glued them back together around the strobe arms worked perfectly and after 30 dives no need to replace them.
