That could not be a high pressure device of any kind.
 
The BATF is en route to Broken Hill.:D
 
Looks like a water pressurizing system, possibly a pump as well, but hard to make a good guess from the pics.

You only need two tools in life – WD40 and Duct Tape. If it doesn’t move and should, use the WD40. If it shouldn’t move and does, use the Duct Tape
 
I'd have to agree with Bob DBF. I've worked on a lot of old farm equipment and they look like some sort of sprayer pump for spraying crops. You would be surprised at some of the "contraptions" farmers can come up with.
