There are some leftovers/messed up laws. One is a requirement for a greek-registered boat captain and instruction under a greek recognised instructor overseeing it.

Its causing logistic problems and could be some months before they sort out some of the mess.

We had a long meeting with the coastguard today working out exactly what is happening/will happen. The new laws are in effect but the red tape regarding licences is still taking a while to vanish.

Heres an update:
the laws have been sorted out. The thing with the boat was never a problem except for some of the port police that had not been informed or too lazy to inform themselves. A dive boat can be used by anyone that holds a european boat licence for at least two years and has the equivelant of the STCW 95 ( thats fire and safety ). As for diving itself, anybody can dive anywhere EXCEPT in the 70 forbidden areas that are closed. You may dive without the use of a dive shop if your certification was issued by one of the state recognised agencies (at the moment ANDI and PADI) if your certification is from any other agency then you are required, at the moment, to use a dive shop. Night diving is not allowed except with the use of a dive shop. You are NOT required to register with the port police if you want to go for a dive, although in some cases this is advisable if you don't know the areas that you are diving in.
