Express has a 2 way color corrector, not nearly as easy to use as FCPs 3 way. At any point, color correction should always be done on an external monitor, not your computer monitor to get it right. You can white balance using white fins and I have been doing so for years with no problems. It is a better way than to hold a card up to your port since the distance your light throws at your fins is more realistic than the light on a card. You can, if you want, to use the red filter and lights and balance that way as well. I re-white balance anytime I change light positions or I am at a different angle from the sun as determined by body position, depth and ambient light.
