Octopus
 
Nope... not an octopus... but good guess. We have two types of octopus here in the PNW and neither has an eye like this creature.

With each guess I'll post another piece of the puzzle ~

I'm not sure what the range of these critters is... I'll see if I can find out. But no, it isn't a ray or skate.

<edit> Southern California to the Bering Sea. Depths to +500' Length 2"~3"

It looks like it has some kind of U/W dandruff in this picture.
