Where and when do I show up for public comment to get "diving permitted / not permitted" added to each of the dive site descriptions?
 
Unfortunately it is local municipal ordinances that either limit or prohibit, by restricting presence in the ocean only at "protected" beaches, scuba and skin diving. There are also at least 16 NJ coastal towns that prohibit "weapons" or specifically spears and or spearfishing from their beaches.
