As for why 2400 and 3000psi are the standards, I do no know.
I believe those standards grew out of the normal maximum working pressure for non-industrial sized air compressors in (respectively) the 1970s and 1980s.
Now that more powerful compressors are available, more HP Steels (filled to 3500) are becoming increasingly common.

Yes. That was my understanding as well. My point was that I'd never seen a tank rated to 300 bar.
I think you get carbon fibre tanks which are actually rated to 330 bar (5000 PSI) but they are rarely used in scuba for a variety of reasons.
