The CSA establishes the standard. In this case the standard is CSA Z-180.1. The standard is then adopted by the Standards Council of Canada. It is then the national standard. The Standards Council of Canada gives accreditation to the labs for the test procedures. The labs test to the CSA standard. The Z-180 specifies only accredited labs.
