That is a very questionable decision by FWC. 22-ft boat, 17+ knot winds, 6ft seas and that's not "willful?"

Sounds like they didn't want to bother with the paperwork.
 
I drove from Fort Lauderdale to Islamorada (20 miles north of Long Key) on Saturday through that storm. There was torrential rain and high winds. The visibility was so bad we put on our emergency 4 way flashers so we wouldn't get rear-ended. I'm amazed so many people survived. It was definitely not a day to be on the ocean in a small boat.
