We were called out to this incident yesterday.
The civilians who witnessed the wreck waded into the waist deep water, held the woman's head above the water, hooked a tow strap on the jeep and turned it over (it was upside down). When they did, they saw the car seat. The trooper grabbed the otherwise uninjured infant and stared CPR.
The kid was breathing again by the time we got there and all that was left for us to do was suit up and get the drunk who caused the whole thing extricated from his suburban. And of course, hand out blankets to the shivering civilians who had been in waist deep 40F water :11:
I've got some pictures of the vehicles at work. I'll add them to this thread tomorrow.
The FD will hopefully giving those civilians and the trooper some life saver awards for their quick thinking and actions
