Has been going on for long time and will continue unabated. Why you think you see virtually no grouper anymore?

Yes and look how many boats are in the old Calleta, home to the pirate fleet. Very little enforcement of rules and regulations in the park seems to be occurring.
Unfortunately Mexico is not real high on the rule of law index and Chiapas and QR lead in individual states corruption.

I think that as long as the profit motive is there and enforcement is difficult and/or nonexistent, this kind of thing will continue unabated.

I think conch is delicious, but this is why I never order it in Cozumel.

I also no longer order grouper for the same reason.

There's plenty of tasty lionfish available.
