The googled images of Sipunculids match the OP's picture, but one image on the wikipedia page caught my attention: a plate full of these worms in sauce as a tasty appetizer. Yummmmm! (for the record, I'll eat most anything that won't eat me first, but these do NOT look appealing.)
 
When I dove the C-53 wreck in early December there was a huge field filled with these on the port-side aft of the ship. Must have been dozens.
 
I think you were seeing the garden eels.

Huh. Yup! I didn't remember seeing any eyes, but according to a Google image search you are absolutely correct. I still have a lot to learn! :D
