Doesn't even need to be outright graft - I don't have the article handy, but back in November bad weather kept 7 cruise ships from making port calls. The estimate was $2.5 million in lost revenue, or a bit more than DOE'S anchor damage figure. Politicians rarely like to upset big apple carts.
