3mm is a bit thin, I've never regretted bringing my 7mm suit to that region. A drysuit seems over the top, though some guides can be seen wearing one in winter. Further to the north water temperature can drop to 20 degrees C in february/march but you won't see anything as cold as that.
Most tank valves nowadays are DIN with an easliy removed INT insert.
